Hotel gym vs Local gym in Japan

If you search "Hotel with gym" on travel booking websites, you might find many hotels, but most of them, particularly in the low-mid budget category (up to $300 per night), have only a small room with a few cardio machines. It is often the case in big cities like Tokyo or Osaka.

Or they may use a stylish mirror on the wall to make it appear larger, but the actual size is so small that only two people could comfortably fit.
